SEFA business plan & funding documents (South Africa 2026 guide)

What credit teams actually need to see: a scorable business plan, cash flow that balances, a precise use of funds, and a clean compliance file — before you walk into SEFA or a bank SME desk.

Important: FundReady SA is not affiliated with SEFA or any bank. Products, criteria and document lists change. Always confirm current requirements on sefa.org.za or with an official SEFA / lender contact before you apply.

SEFA vs grants — know which door you’re knocking on

SEFA (Small Enterprise Finance Agency) sits in South Africa’s development finance ecosystem. In plain language for founders: you are usually asking for finance that must make commercial sense — not a youth grant with a pitch day vibe.

That changes everything you write:

If your pack only “sounds motivated” and never shows how money comes back, you picked the wrong tone for this door.

What finance teams optimise for

Assume the person reading your file is paid to find reasons the deal is risky. Your job is not to hype. Your job is to make risk understandable and contained.

They typically try to answer:

  1. Is this a real business (or a real, near-term business) with real customers?
  2. Do the owners know their numbers?
  3. Exactly what is the money for?
  4. Can the business service the obligation under realistic sales?
  5. Is the file complete and consistent (plan ↔ Excel ↔ bank statements ↔ quotes)?

Business plan structure that gets read

Skip the American “vision board” template. Use a structure a SA credit officer can score:

SectionWhat to prove
Business snapshotLegal name, CIPC status, location, stage, owners, what you sell
Problem & customerOne specific customer — not “everyone in SA”
Offer & pricingWhat they buy, price in ZAR, gross margin logic
Market & competitionLocal reality: who else they can buy from tomorrow
OperationsSuppliers, delivery, capacity, licences, location risks
TractionSales, contracts, invoices, LOIs, WhatsApp order history, pilots
TeamSkills that match the model (ops, sales, technical)
Financial summaryKey numbers + assumptions in plain language
Funding askExact amount + line-item use of funds
Risks & mitigationsHonest risks + what you do if sales lag

Length tip: clear beats long. A tight 10–15 page pack with balanced numbers beats a 40-page essay with fantasy revenue.

Financials that must balance

This is where most SEFA-ready (and bank-ready) files die.

Minimum number set

The consistency test

Pick one number — e.g. “R80,000 stock” — and trace it through:

  1. Use of funds table
  2. Supplier quote
  3. Cash flow purchases
  4. Business plan narrative

If those four disagree, your file is not ready. Full stop.

Pro move: Write assumptions under the spreadsheet (“average order R450”, “30 invoices/month by month 6”, “rent R6,500”). Credit teams forgive conservative assumptions more than mystery hockey sticks.

Document checklist (readiness baseline)

Exact SEFA product checklists differ. Use this as a pre-application baseline, then confirm officially:

AreaPrepare
IdentitySA IDs of directors/members; proof of address where asked
Business registrationCIPC docs; share certificates / member interest as relevant
BankingBusiness bank statements (often 3–6 months); clean story on cash movements
TaxSARS tax compliance status / PIN where required; VAT docs if registered
B-BBEEAffidavit or certificate as applicable to your size
Plan + financialsBusiness plan + projections that match each other
Funding supportQuotes, invoices, proformas for assets/stock/fit-out
Contracts / tractionCustomer orders, leases, supplier agreements, pipeline evidence
Industry permitsWhatever your sector legally needs to trade
Security / suretyIf the product requires it — know early, don’t discover late

Use of funds & the funding ask

Vague asks get slow “no’s”.

Weak ask

“We need R250,000 for growth and working capital.”

Strong ask

  • R95,000 equipment — Quote A attached
  • R70,000 opening stock — supplier list + prices
  • R45,000 shop fit-out — contractor quote
  • R40,000 working capital — 8 weeks cash operating cycle explained in cash flow
  • Total R250,000

Every line should appear in cash flow timing (when you spend it, when revenue responds).

Why SEFA-style files stall or get declined

Weekend prep order (practical)

  1. Saturday morning: Write the one-page snapshot + exact ask + use of funds.
  2. Saturday afternoon: Build 12-month cash flow + break-even; list assumptions.
  3. Sunday morning: Gather CIPC, IDs, bank PDFs, tax status, B-BBEE, permits.
  4. Sunday afternoon: Collect quotes; align every quote to the ask table.
  5. Sunday evening: Read the whole pack out loud. Fix contradictions. Only then book the conversation / portal submission.

Same spine: complete docs, consistent numbers, clear ask.

FAQ

Do I need an accountant to apply?

Not always for first-pass readiness — but your numbers must still be coherent. If turnover and tax affairs are complex, a bookkeeper helps. Fantasy spreadsheets help no one.

Can I apply if I’m not registered yet?

Many finance products expect a registered entity and banking history. Register (CIPC), open the right account, and build a short clean statement trail before you force a file.

How is this different from a free business plan template online?

Generic templates are often US/UK structured and skip SA compliance, use-of-funds discipline, and cash flow that matches a local funding ask. Finance teams notice.

Where should I verify SEFA’s current products?

Start at sefa.org.za and official contact channels. Do not trust random Facebook forwards for eligibility or rates.
